Assistant Director of Learning and Development
The Assistant Director of Learning & Development will be responsible for engaging with Agency leadership to develop and implement comprehensive learning strategies, management training, performance evaluation model enhancements, conflict resolution strategies, and overall employee professional development approaches that support individual employee, division and Agency needs. The role is tasked with fostering a culture of continuous learning and development that empowers staff, improves performance, and supports career growth in alignment with Agency goals. The ideal candidate is collaborative, has direct experience in developing, implementing, and managing professional development practices for employees in multiple departments and at varied levels of roles and responsibility across organizations and seeks to help cultivate a workplace culture where all staff can grow and thrive.
Responsibilities
- Evaluate current internal training and development program offerings across the Agency and manage project to monitor effectiveness and satisfaction
- Assess current performance evaluation structure, recommend improvements, create an agency wide policy and procedure, and develop and deliver training for management that support efforts to identify and nurture high-potential employees for future leadership roles and ensure mechanisms are in place to engage employees who need targeted training and development
- Conduct learning and development needs assessments including meeting with the Executive team, division management and staff across the Agency with a deliverable to provide and manage implementation of specific solutions to meet needs of individual divisions.
- Ensure all learning, management training, and professional development and leadership programming, is compliant with federal and state regulations, for all Divisions at the Agency and scale current, effective and valuable programming
- Design, curate, coordinate and provide programming resources in various formats such as virtual, in person, e-learning, and workshops including evaluating need for external expertise and engaging those resources as needed
- Research and recommend potential learning management systems to support programming efforts
- Manage project to develop mechanisms to evaluate program effectiveness and satisfaction with a focus on continuous improvement efforts
- Implement a mentoring model that supports pathways for leadership development and critical Agency succession planning efforts
- Remain current on best practices in the learning and development field
Minimum Acceptable Qualifications
- Bachelor’s degree in Instructional Design, Organizational Development, Organizational Psychology, Training and Development, Education, Human Resources, Business Administration, or a related field
- 7+ years of direct, professional experience in learning and development or organizational development
- Experience in a role that involves addressing personnel relations, conflict resolution, and performance management in the workplace and creating organization wide policy
- Expertise designing, implementing, and evaluating learning and development programs and performance evaluation models for professionals in the public or private sector
- Knowledge of adult learning principles and instructional design approaches
- Strong communication, collaboration, presentation, and facilitation skills

Salary Range: $94,000 - $105,000
Hybrid Schedule: This position requires working 3 days in our Deerfield office. The person selected may work from home 2 days per week if desired.
